By this I mean there are devil fruits which have so far been shown to be weak , however the fruits have a lot of potential.
1. Bara Bara no Mi - Buggy the Clown
Seriously though... He's pretty much immune to slashing attacks as long as he can read attacks quickly to identify how to divide himself. He could make himself into such small pieces that he cannot be seen. His presence can be detected by Haki all around the place : causing great confusion which would make use of Kenboshoku Haki quite futile. Especially if he can make his small pieces land large impacts with Busoshoku Haki (if he can use it).
2. Magnetic Paramecia - Eustass Kidd
As of right now all we have seen him do is attract and repel metal objects. However he could do this to any object if he learns how to tamper with electro magnetic fields. This would make his devil fruit incredible for defensive uses. He may even be able to elevate islands etc. if the scale at which he can do this is humongous.
3. Bomu Bomu no Mi - Mr 5
I know this fruit actually isn't very weak. But if he could somehow detonate gunpowder which he has touched then by scattering it over objects and other people he could remotely detonate things. He could also simply create far larger explosions or even cause implosions (reverse of Explosions , far more deadly seeing as they would injure an opponent from the inside out)
4.Yomi Yomi no Mi - Brook
Since the time skip Brook has already improved his usage of the fruit as he can now detach his soul from his body.
If he can manipulate or do the same to other weaker opponents or enter opponents bodies that'd be pretty cool. Or he can intake the dead souls around him and increase in strength (Like Moriah does with his shadows)
5.Moku Moku no Mi - Smoker
If Smoker can heat his smoke up to the temperature of common fires (which I'm surprised his smoke automatically isn't) then he can burn opponents. Simply put he can become far more difficult to fight and he can nullify his large volume disadvantage as getting close to him can result in burns or heat repelling attackers.
6.Dragon Zoan - Momonosuke
The fruit can get much stronger if Momonosuke simply grows up. His Dragon form probably grows with age.
7.Mera Mera no Mi - Formerly Portgas D. Ace
If Ace could change the chemical properties of his flames to increase/decrease the burning temperature of his flames he could overcome the Magu Magu no Mi in strength. The flames would also change colour and having different colour flames serving different purposes would be pretty cool.
