Hiruzen Sarutobi in his prime is the 2nd strongest hokage.

He was originally made to be the strongest hokage although kishimoto changed his mind and made Hashirama the strongest hokage. Still the hype around hiruzen sarutobi pretty much confirms that he surpassed the 2nd while the 4th hokage was just above guys like kakashi guy and a younger killer b. He did have some great space time techniques that made him around sennin level but he never really reached his maximum power because he died to early or who knows that was his prime and it might be stronger than Hiruzens. I mean Hiruzen was so feared back in the day that he could have killed orochimaru with no problem. That Hiruzen wasn't a prime Hiruzen either. About Tsunade she probably would have been even stronger if she hadn't of left the village who knows she has the giant slug and everything so my list is pretty much like this in accordance with primes.

1.Hiruzen/Hashirama
2.Tobirama/Minato
3.Tsunade.

Also I can see Hiruzen becoming hokage so young and the youngest hokage being like a naruto type hero character that the story revolves around in his own era.
