I don't see why not, the Jinchuriki is just a host, their souls are not connected, he should be able to seal Obito without the Juubi.

I think rds is a soul binding tech.and as edotensi is a technique for summoning the souls that has some regrets in its past life.(as we have seen many edos dissapper by having no regrets)
now minato has his soul with some regrets and if he use rds like the past he can seal something by cost of his own soul also.
So he can use only at once more in the war.
Bt if he summons again by edotensi by oro then it will be a deadliest loop in nv.
