Alright you guys, thank you for clicking on this thread to join me on my third installment of my (hopefully) original jutsu idea. I worked hard on this one to make sure it would be plausible and make a good amount of sense, so enjoy!
Alright, as an example, I will be using Kakashi Hatake for this thread. The jutsu Lightning Style: Hiraishin(Lightning Rod) is a sealing technique. Its main purpose is as a support jutsu, and should be used early on in a fight if the user intends to use Lightning techs.
Now the first effect(and probably the most important) of the seal is pretty obvious, it makes the victim act as a lightning rod. The seal would actually make all electricity attract towards the victim. This would be helpful for techniques like Lightning Beast Running jutsu, Chidori Stream, or Kirin (Though I doubt Kirin would need such a support to act effectively). This would help with ninja(such as Kakashi) with a generally low-average stamina land attacks, making sure they use there chakra to its potential without pointlessly wasting any.
The second use for the seal would be an impairment of movement, not like total paralisis but a slight impairment, lowering reaction time and hand signing speed. This would also probably help contact jutsu like Chidori and Rasengan hit due to the victim's countering abilities being lowered, ninja like Part One Sasuke, Neji, Lee, ect who rely mainly on taijutsu would probably be put at a disadvantage as well. I think that this effect could probably be avoided if used on a skilled lightning-style user. Like Bee or Sasuke, they could probably use there own chakra to cancel the impairment.
The third effect would be a kind of signaling. This would be mainly helpful to Sensor-types and Sharingan users. The seal its self would send out a rather obvious but weak stream of chakra, making the victim very easily tracked, even if the shinobi tried masking their own chakra, the seal would give them away. This seems appropriate for Kakashi considering tracking is one of his specialties.
The last effect of the seal would be a disruption of chakra flow, not much, but enough to break off any kind of communication within the mind(This excludes communication with Bijuu). So things like Rinnegan link and the Yamanaka clans jutsu would be rendered useless. It could also have enough of a disrupting factor as to make using puppets exponentially more difficult for the unskilled. It may also make unskilled ninja unable to use ninjutsu due to poor chakra control and not being able to handle the disruptions.
The only downside to this jutsu is that it may make the victim immune to low ranking genjutsu due to the constant chakra disruption, though the way I see it, the disruption wouldn't be very severe(Though I'm not exactly familiar with how much disruption would knock someone out of a genjutsu).
