[Discussion] Why Fourth Hokage Been elected

Hi Guys

I always think about why there were an election for Fourth Hokage when third hokage was Alive.

Just a curious about the thoughts

1. Due to war 3 need more support for village.
2. Minato surpass current third.
3. third want to retire
But in manga and anime Ibiki Mentioned "there was an election for Fourth Hokage but orochimaru was not choosen. It makes him angry against leaf village". Also third says to Orochimaru as well

well isnt there always some election involved in being hokage as the up and coming hokage must get a vote of confidence from the surrounding jounin also allied nations can impact the vote as well

Third wanted to retire. His first 2 options were Orochimaru and Jiraiya but decided to settle with Minato.
