Unfortunately, no. In this day and age, there is no known cure. And with each passing day, it affects more and more civilians. Logic prescriptions can help, but they are only temporary.

A lot of people like him because he almost always moves the plot forward when he comes back from one of his long off-panel hiatus's and that's why out of any characters gets the most anticpation for his inevitable return. Most recently is when he resurrected Orochimaru. He went away for a while and Naruto's cheesy speeches, the sub-par chapters were getting lame and nothing was seeming to happen and thus people were begging for Sasuke to come back. Why? Because, he almost always moves the overall plot forward.

Beyond that, I like him because I find him generally quite realistic, after what he went through he could of turned out a lot worse. Also, I think he's pretty unpredictable. Who was expecting he would announce that he wants to become Hokage? Nobody.
