This quote is right. Konohamaru can use shadow clone jutsu, rasengan, fire style and shuriken clone jutsu, so he would be the only little genin that would have been somewhat useful in this war. We haven't seen moegi, udon or any other genin use a single jutsu. At this point though, even Konohamaru would be useless against Madara, Obito and the Shinju. Therefore it would be best if they simply did as this quote said.
