Without a doubt he prob. has king's haki, I'm sure Garp has it too.

I believe he has the Mythical Zoan Type: Spiritual Dragon or Mythical Zoan Type: Shenlong. In mythology, Shenlong (the Spiritual Dragon) is able to control storms and rain so I thought it made sense and was likely.

Yeah that theory you came up with weeks ago. Hmmmm, Idk really, It's an ancient weapon, it's power got to be stronger than just causing storms....

It's almost a given that he's a haki beast according to his status. but he gotta have a different power than anyone else, not haki, not DF, some power that makes him the most wanted man. Maybe rinnemaki is right...

We don't know enough about Haki or Dragon to dismiss anything . Shanks' low-diff Haki was tearing apart WB's ship.

One piece is only halfway through. For now it could be anything but i'll go with the flow and say it's either shenlong fruit or Haki.

Rinnemaki's theory seems likely but i hate the fact that a top-tier like Dragon is using a device in order to summon those storms. Takes away the badassness and mystery.

The way i see it. CoC Haki is much more than just a fodder killer. As Shanks' displayed.

1.) He possesses Paramecia DF by the name of: Weather-Weather Fruit.

2.) He possesses a mastery level of all 3 Haki and can infuse CoA into CotSK to create blasts/shock-waves (a la Shanks on the Moby Dick). This can be another explanation for why the fire was blown out @GT.

3.) He possesses all 3 Haki and the AW known as Uranus.

He's not going to possess a shenlong type Zoan fruit that Samurai's son has that...and I don't think Oda would introduce two of the same type of devil fruit.

He's probably got a storm devil fruit...or his haki is at a monster level I mean when Shanks and Whitebeard clashed their Haki split the sky maybe Dragon can control the skies with his haki just a thought.
