Where exactly did you get your information? You're in A-ranks in wind and your teachers let you believe wind is weak to lightning? Lightning is naturally weak to wind, so using A-rank lightning vs A-rank wind would result in the wind winning..

How to perform it
-Dean starts by channeling Fuuton chakra into his right arm with great precision.After doing so,he swings his right arm forward in an arc like movement releasing a single blade of wind that is intangible and travels with great speed.

Strong points
-It's pretty difficult to block due to it being intangible.
-Fast to perform as it requires no handseals to be made,this means it can be done when you are in a tight situation.

Weak points
-It can only travel till Mid range
-It's merely a single blade of wind,so it can be dodged by using Wind Stream to change the position of your body.

How to counter
-It can be countered with a Katon technique,because the Fire only becomes stronger as the Wind contains oxygen that feeds the fire._@:

Description: The user does the Ram handseal and inhales, kneading his chakra into his lungs, exhaling a huge blast of wind that levels anything in its path. Can cause major damage and requires a sufficient chakra level to perform. This large wind blast moves in tremendous speed and cannot be controlled. If the user gets caught in it, it will harm him also.

This is my favorite canon wind jutsu, it was used by kakuzu vs Kakashi and Shikamaru's squad. It's very useful if used correctly. Perform this hand sign *shows you the hand sign* and inhale a deep breath, with the air in your lungs, knead it with your chakra fusing the particles of the wind with your chakra. And exhale a single huge blast of wind from your mouth. The wind will travel at an uncontrollable pace, expanding near instantly and cannot be controlled by you, the tremendous power it carries will level out its path and cut anything caught within the blast, even you, so you have to be careful when using this to make sure the jutsu doesn't backfire. I usually don't see how someone can mess up and get themselves caught in it, but it happens so be careful..

How to perform it
-I start by performing the Rat handseal.I then start kneading Fuuton chakra in my lungs by mixing air with my chakra.I then exhale a huge blast of wind from my mouth that destroys everything in front of me.This blast of wid travels at great speeds and can be uncontrollable.

Strong points
-One handseal for such a destructive jutsu makes it good to use against a strong Raiton attack
-It travels till long range,so it can be used to get your target even if they are far away

Weak points
-If you use it and the opponent uses a Katon jutsu,a huge firestorm will be heading your way O__O'
-It can hurt the user as it is uncontrollable

How to counter
-Like I said,an opponent uses this,I would use a wide spread Katon jutsu that would head back towards the opponent as a huge firestorm.

Description: The user swings their Giant Fan and creates a giant vortex that swirls around and lifts the opponent into the sky. They are then zapped by three bolts of lightning before falling to the ground, giving off black smoke.

Ok, this jutsu can only be used if you have a fan of some sort, like Temari's or even a war fan. You'll begin by focusing chakra into the fan and swinging it towards your opponen. As you swing the fan, simply release the built up chakra thus creating a swirling vortex around your target. The vortex spins rapidly and lifts your target high into the sky before getting zapped by numerous lightning bolts.. honestly I never liked this jutsu, seeing as they're always saying we have to have yin/yang to simultaneous control two natures yet in this one you're controlling both wind and lightning..

How to perform it
-I start by focusing my chakra into a war fan.After doing so,I swing the war fan towards my opponent thus creating a vortex around him.After the vortex pushes him up into the air,the opponent is struck with various bolts of lightning.

Strong points
-First the opponent gets lifted into the air,rendering him unable to do anything,then gets struck by lighting,it's pretty cool and it is two elements in one turn.
-It is fast to perform

Weak points
-You need that war fan
-Only till mid range
How to counter
-Hm,this vortex goes around the opponent right?
A rock armour could possibly protect you or by using a Katon jutsu as the wind approaches.

Ok, with this jutsu you'll simply release a wind of blade like the one you learned a couple of posts back. The difference with this is; after releasing the blade you'll further manipulate it to form a hurricane like vortex which both heads at the opponent and pulls them towards the vortex. The vortex will then violently slash up anything it comes into contact with, within reason Ofc..

-I start by gathering my Fuuton chakra throughout my body.I then channel my chakra into right arm,and by swinging it forward in an arc like motion,I release a blade of wind towards my opponent.As it comes into contact with the opponent,I manipulate it to form a vortex.This vortex pulls the opponent towards it and slashes them violently.

Strong points
-No handseals needed
-It pulls in the opponent,making it a great Fuuton jutsu to mix with a Katon one,creating a flaming vortex.

Weak points
-Difficult to block
-Only travels till mid range

How to counter
-One could use the same jutsu to allow them to cancel out or an armor of sorts could suffice.

Ok, with this jutsu you'll begin by first doing a series of three hand seals Rat → Rabbit → Dog. Following that you'll inhale deeply, filling your lungs with wind but as you do that you'll infuse the wind with your chakra thus allowing you to mold the wind at will. After that spew out numerous spheres of wind that cover an expansive range thus making it hard for your opponents to simply dodge, they'd have to most likely counter it straight up. Each sphere acts as bullets, ripping through objects they hit..

Due to the properties of this technique, the expelled blasts are capable of piercing into and potentially through an opponent's flesh when they collide, in a similar manner to how bullets function.

How to perform it
-I start by performing the Rat → Rabbit → Dog handseals.After doing so,I take a deep breath and and start kneading Fuuton chakra in my lungs.I then spew out several spheres of windd towards my opponent that acts like bullets,tearing through objects and people alike.

Strong points
-Several spheres of wind get shot,making it more difficult to evade
-These of wind are pretty powerful,can blast through people

Weak points
-They are just spheres of wind,so they can be dodged by propeling yourself towards a side(depends where the opponent shoots 'em of course)
-A wide ranged Katon attack could render them useless

How to counter
-With Katon or with a strong Earth based attack(a wall)

This next one is quite simple.. exhale your chakra infused wind from your mouth whilst also spinning around in a 360 degree manner, compressing the wind into a solitary blade that has extensive range and will cut through plenty of things in its path..

-I start by performing the Rat → Snake → Horse → Dog handseals.I then breathe in deeply and exhale wind from my mouth while simultaneously spinning 360 degrees.This creates a wind blade that travels all around me and has great range.

Strong points
-It has a 360 degrees range,meaning everything around the user will be affected.
-It is difficult to evade,especially if the opponent is in close range

Weak points
-If a Katon jutsu is used,this jutsu could easily turn back upon the opponent
-One could easily go underground to evade it completely.

How to counter
-One could use a Katon jutsu to turn the jutsu against the opponent.Also,going underground you can evade it completely.

Ok, with the next jutsu; You'll first send wind into the sky to darken the clouds with your chakra and make the environment a stormy one. Once you've accomplished that, you'll manipulate the said wind chakra to pull down from the sky a F-5 tornado that comes down with immense cutting power, devastating anything it comes in contact; within reason of course..

-I start by sending wind into the sky and darken the clouds above with my chakra.This creates a stormy enviroment.I then manipulate the Wind chakra I sent into the clouds,to bring down an F-5 tornado that proceeds to cut everything it's path.

Strong points
-It requires no handseals,thus making it fast to perform.
-It can be used in conjuction with a Katon jutsu

Weak points
-The opponent can hide underground,easily evading the strong winds
-An Earth dome can be used to defend the user against the dome,meaning it isn't that difficult to evade.

How to counter
-Like I said,using an Earth dome or escaping underground can be used or a stronger or wide ranged Fuuton jutsu to negate it.

Ok, this first one is very affective if you can pull it off. You'll either use a fan, or weave in 7 hand seals in order to build up chakra and create two tornadoes.. the first tornado ensnares the opponent within it, trapping him before the second tornado combines with the first, creating an ultimate slicing tornado with the opponent inside; slicing him to death in a very quick manner.

(Fūton: Sakūgen Sebiti) - Wind Release: Slashing Tornado

Description: A stronger version of the original Wind Release: Great Slashing Tornado technique. The user creates two localized tornadoes by flapping their Giant Fan. The first tornado ensnares the opponent in it and the second tornado combines with the first to create one giant tornado that slashes the opponent to death with razor sharp wind pinions. This technique can be performed by ninja who do not wield the Giant fan but require to make a sequence of 7 hand seals to perform the technique.

Ok, this one you absolutely need a fan of some sort. You'll wave the fan, creating a tornado of wind which will grab and trap your opponent within it. Once they're captured, you'll control the tornado to slam your opponent downward into the ground with great force..

How to perform it
-I start by performing 7 handseals.This creates two tornadoes.The first goes towards the opponent,and traps him.Then,I send the second one which then cuts up the opponent.

Strong points
-The first tornado traps the opponent,making the second one more difficult to evade.
-It can pretty much kill the opponent.

Weak points
-Short range only
-Without a fan,7 handseals need to be performed

How to counter
-One could get out of range,as it is only short range.

(Fūton: Sebeti Otoshi) - Wind Release: Tornado Drop

How to perform it
-By using a fan,I wave it towards the opponent.This wave creates a tornado that grabs and traps the opponent.Then by manipulating the tornado with the fan,I slam the opponent into the ground with great force.

Strong points
-It can be made very fast
-The tornado also traps the opponent

Weak points
-You need a fan,and it can't be performed without one
-Can be countered with a Katon,making it turn back towards the user of the technique.

How to counter
-With a Katon jutsu or an Earth defense can be used.
