Actually it wasn't a speculation. I proved why Neji can't do shit with an 'S' rank seal. He can deactivate the chakra points in a human's body, but he has no feats in deactivating high level seals.

Not to mention Tsunade's base strength is already legendary. She was able to lift and swing Gamabunta's sword with nothing but pure muscle power. And if you have doubts, I'll explain how the CES is working.

imo, hiruzen/tsunade/minato.
neji is kinda underestimated. all he needs to do is get close to you and he'll block your chakra points so you cant use jutsus. hiruzen, tsunade, and minato (especially minato) are close range combat fighters. his eyes are really useful too.

not sure if tobirama is close ranged fighter.

he'd have a hard time with anyone who uses long ranged attacks.
