Well , I'm not saying anything that Itachi is stronger than him , but , I think that both of them were afraid of each other .

I cannot find the scan , but Itachi said in the fight of Sasuke that I need Sasuke's sharingan to surpass the fake shell of Madara. This means that the fake shell is Obito .

This proves my point .

If Obito wanted Itachi dead he would've been a long time ago, Itachi can't solo Akatsuki let alone his partner Kisame.
