Mugen Tsukuyomi the whole time and was pissed when Itachi stopped Edo Army.

actually what im guessing is that Hitler wanted Mugen Tsukuyomi to work..
then he wanted someone to Edo Tensei Shisui to use KA on Naruto to make Naruto a bad guy..
Then he would get Naruto to rule the world with an Iron Fist ... in Mugen Tsukuyomi..
