They are either exaggerating or they can't seem to do the maths. The latest episode consisted of 8.5 minutes of flashbacks (in total) and that is less than 50% of the whole episode. So much for the 99% :|

- Itachi in the forest

All that accounted for around 10 minutes and the episodes excluding credits are about 18-19 minutes long. Are you sure you read the manga?
