Wind is one of the 5 basic elemental transformations. To use wind, you make chakra as thin and sharp as possible. Wind is fast, and it is more free flowing than Suiton. It is very fast and quite unpredictable. It is generally used for short to mid range techniques. It is a very versatile element given its properties, and it mainly used for offensive attacks, but could also be good for evading enemy attacks. It can also stop attacks in their tracks depending on the attack. When compacted and concentrated, wind can make a powerful force that seems as if it is solid for heavy impacts. Wind can also be used to pull things towards us by using its power to create a vacuum. This can also suck away oxygen from the opponent for suffocation. The most prominent effect that comes from wind attacks is it's ability to slice through and cut things. Wind is generally generated by creating an air circulation, as we saw with the training that Jiraya gave Naruto for the Rasengan. On top of all of that, wind can also increase the potential cutting power and slashing damage and range of solid weapons by channeling the chakra to the blade.
It is strong against lightning due to it being a natural insulator. It is weak against fire because it simply fuels the flames. That being said, when used in unison with Fire, it can create a devastating attack such as a flaming tornando. When used with Water, it increases the overall force and power of it.
Kekkei Genkai's that requires wind- Ice Release and Scorch Release.
Kekkei Tota that requires wind- Dust Release.
When used with earth, it breaks down the earth into sand. The idea behind the technique is that they are not directly mixed like wind/water. Lightning is used to travel along the outside or "membrane" of the wind technique. They are combined loosely, because of their delicate relationship.Thank you. ^^

Using wind, the user forms a spiral of wind around themselves that they also combine with electricity. This jutsu works the way it does because it isn't limiting the lightning, but it is creating a way for the lightning to hit the opponent without the attack even hitting, because the wind acts as a launch pad for the bolts in a sense. Shock damage is very probable because of the lightning coming off at random, it would be hard to dodge both that and the wind in its entirety.

The wind around me is peaceful and gentle, and quite soothing. I feel the chakra building up inside of myself. I then begin to feel the flow of chakra to my right hand; the hand that is holding the chakra paper. -I continue to focus my chakra and breathe. This time, the flow of wind around me became much more clear. I paid all attention to the way that wind works and all of its properties. I then try again, focusing the Futon chakra to my right hand after taking a deep breath.-
"That felt much better. Did it work, sensei?"
And this term is called..?By focusing my basic chakra, I then change the characteristics and properties of it to that of wind. I do so by feeling, listening, and being around wind and the focusing on it as it surrounds me.
