In the Hidan and Kakuzu arc, she offered to lead Hidan away herself because she has the most chakra. Although this was in the Anime, im not sure if it was canon or not.

Ino has been very useful in this war. She is not a combat type person but in team battels she is the kunoichi that is extremely useful

There are two things that are factors. As I recall, when Ino was broadcasting for Shikamaru... significant numbers of Shinobi had already died.

Furthermore, her recent efforts were done with the aid of Naruto's Chakra Cloak (except possibly for Shikamaru's first talk).


Now, this doesn't 100% mean she has low levels of chakra, nor does it mean she cannot have high levels of chakra.

She most likely has a regular to fair level of chakra, and a good amount of control. Factoring the declining numbers of the Alliance... this makes her even more capable of sending Alliance Wide Messages.

well she did have a kyuubi cloak. And when inos father communicated to the shinobi alliance, he was doing it to a spread out and much more numerous alliance.(as many have died since then).

Still, it is quite impressive to have the mental strength to connect hundreds-thousands of minds together. But ino has yet to be as good at it as her father.
