Maybe. I'm suggesting more that we should wait. The mechanics are still unclear, it seems a bit odd that it would require a boost in chakra to unlock the next stage rather than innate ability. Especially, since we've seen him unlocking stages before, even when his chakra wasn't at it's peak (Sasuke vs Kakashi).

In the page you provided where Hinata is getting off a blast, it should be said that shinobi have always had control over their chakra, thus 'chakra control'. We don't know if she willingly put that much into it, willingly using the extra chakra she received. We need to wait and see how everything works.

Well its the only explanation to why Sasuke's Susanoo has legs now, its the only thing that has changed about Sasuke sense the last time he used Susanoo.

By process of elimination, the only way Sasuke's Susanoo could have gotten stronger is by 9 tails chakra.
