Everyone with chakra is related to Kaguya and the SO6P to some degree. This theory explains why ramen guy and other non chakra using people exist in the Naruto world. So in a way every ninja alive should be able to obtain Rinnegan in some way.

Simple, Nagato's an Uzumaki. Uzumaki have more chakra than anyone else (Senju debatable)
Nagato happened to live in a war-torn area and he knew that he'd end up being distraught by the war

And he wanted Nagato to be the ringleader for the Akatsuki in order to collect the bijuu, but more importantly use rinne tensei to revive him.

Because all Senju's were either gone due to mix-breeding or dying which left the Uzumaki as the only relatives of the Senju left. He's a boy [according to Masashi, they're almost always stronger] and young so easily manipulable, in an easy environment to abuse in terms of manipulation, no strong parents so the Zetsu who gave it didn't have too much to do.. Or Nagato's birthday is something significant.. Probably, Madara chose some random-ass Uzumaki to give it to cause they're relatives of the Senju.
