To make it fair at least you should add base Jiraiya or Mei on Tsunade's side. Tsunade is strong, but not strong enough to solo two Kage level ninjas, LMAO.

She is still a bad match up compared to someone like Oro who does shedding. She might be lethal to most people but once she use something real dangerous he is shedding like he did when fighting something overly hot like Naruto transferring into a tail beast.
