A shunshin is not a FTG my friend. The 2nd scan is the 4th Raikage talking about his own experience. Remember Tob is during his father time. Minato is in his time so he only knows who is faster between him and Minato.

in character kinkaku and ginkaku do not use kyuubi chakra until one of them dies and the other goes berserk. minato will mark one of them and kill them, then he will deal with V2 somehow.
