Tobirama hasn't showed any suiton techs on a large scale. Pretty much just fodder suiton techs.

It would take gaara time to replace his wet sands which are too heavy and clustered to use.
Without his sands, gaara has no weapon or shield. Tobirama would speedblitz him.
