Sasuke, probably. It does at-least come down to Deidara and Sasuke. Muu and Onoki's Jinton won't pose as that much of a problem as it needs to be charged.

Sasuke can just stay on his hawk, fly up and then juwt snipe people with Amaterasu as they are falling.
Deidara can just stay on his dragon and do the same thing but with bombs.

Sasuke wins over Deidara as he has the elemental advantage, and Amaterasu is much faster then his bombs.

Well of those you suggested:

Sasuke is probably the strongest of these characters, but I don't see him winning considering that what he's flying on is a random hawk with no feats. From what we know the others can just shot that Hawk down with any long range technique and then Sasuke falls to his death. (Don't say Sasuke can surround the Hawk with his Susanoo, there are no proofs that he can do that).

I'll have to go with Deidara. Not only does he have some super powerful clay jutsus, but his jutsus and fighting style is most suited for mid air combat, since he's a long range combatant and most of his Clay jutsus can fly.

The only other person I see standing a chance is Gaara, however Deidara takes care of him with C4.

I actually have to agree. It's either Deidara or Onoki for me. Deidara's speciality is the air, as you said- his jutsu literally fly by themselves and explosions in mid-air can be disasterous.

Sasuke has to be entirely dependant on his hawk which doesn't hold up against flying rocks, explosions and shinra tensei it'll be facing. Plus one strong hit and he's sent flyign straight off that hawk. No amount of susanoo or chakra will stop that.

For this i'm actually counting all paths seperately. Asura, Deva and animal path can stay airborne.

Original thread was made back before Obito started to fly. Him and Muu are banned because Obito makes this thread too easy and muu's invisibility means he doesn't even have to fight. Just trying to balance it out and make it more interesting.

Then I'm going with sasuke. You can allow things through your susano'o. Sasuke standing on his bird who's also in susano'o just gives him this battle... Enton and chidori Spam is enough to take out everyone else...unless EMS sasuke is also banned. The only threat is onoki but jinton needs prep and the user needs to be stationary. Onoki is killed by someone if he ever stops to prep a jinton while sasuke is able to Fire off attacks from his susano'o while on the move. Deidara is another good candidate, but his attacks need to much prep time.

That's all assuming Nagato himself isn't allowed in which case he solo's all in his main body. Sitting on the bird with Preta, ST and rockets along with his mastery of all 5 elements( he's shown suiton and Fuuton jutsu) gives this match to him.

Also, I doubt Deva can actually fly. Not only have shinobi jumped quite high, leading me to assume he just did an ST boosted jump when he solo'd Konoha, but he's actually never remotely flown. Only jumped high into the air and plummet back to earth.

how can the bird flap it wings in susano'o without dropping from the air. Also I think the bird is to big to fit inside.

Unless susano would look pregnant.

That's for Perfect Jinchuuriki only. Fuu isn't one so she can't use Bijuu Dama nor can she transform into her Bijuu.

Sorry she has no control of her beast. Only but three people had control of its tail beast and she is not one of them.
So if this was a fight with no floor. She is falling. She only had the wings because of edo and control by Tobi.
