I'm positive she can dodge it. And that is why I believe Tsunade is the best kage at the moment. Onoki can't really spam jinton. He can only use it a couple times.

-> Tsunade is the weakest gokage because she's support mainly. Sure she can't die, but she still can't kill most people
-> Ay's next because he's not that versatile. Speed is fine and all, but the second someone has good defence (Bone release, sand armor, susano'o, V2 cloak, Raiton Shroud, etc) his speed is pretty useless as his strength isn't that astounding

-> Then comes onoki. He doesn't have much stamina and his back always goes it if he tries to do quick highspeed movements or agile feats. His jinton is 1 shot and all but it takes time and can be dodged. Furthermore he has to be stationary to use it making him open to counter attack.

-> Mei's next because she's bamf AF. She's the most versatile Kage and can literally take on any opponent. Sure, She can't win everyone(based on current feats), but she has skills to counter near any opponent, even the visually gifted sharingan users and strong bodied Senjus.

-> Gaara comes first because with sand he can do anything, and as long as you're not fighting in the middle of the ocean, he'd have sand. For that matter, unless you're over the mariana trench, he'd probably still be able to bring up the sand from the bottom of the ocean...

As to your last point about gaara Vs deidara. Gaara can never ever beat deid. There's no scenario that'd work because deid is just a horrid match up for him. Deidara came unprepared, in a location that was greatly to gaara's advantage, while gaara had shukaku and with the intent to capture instead of kill yet still won.

dust release is strong enough and can be big enough to destroy the entire battlefield... Onoki hands down has this.

Most people rate these based on the Madara fight which is literally 1 isolated incident. If we had to base it on that, It'd Be tsunade > Onoki > Ay > Gaara > Mei lul... And that doesn't even make sense.

Gaara should definitely be considered as perhaps the most formable kage. His versatility with sand is remarkable, evening out almost any battle.

Doesn't matter. Go re-read the Madara fight. I don't care what anyone says, she put in work with her jutsu. Don't underestimate her.

While i'll admit Gaara is a very strong opponent and easily takes out Tsunade and Mei (And possibly A with some high diff) I just don't see him being on the same level as Onoki.

Weight Manipulation and Jinton are simply 2 incredibly strong techniques that ensures Onoki as place as one of the strongest kage of all time. I don't see Gaara being quite on that level.

That's fine. Like I said, most people just rate them on that 1 fight. I look at it as them taking on other opponents or even madara on their own.

What people don't usually take into consideration when rating them like this is that, without oonoki and gaara they'd all have gotten 1 shotted. Without mei and onoki they'd never even be able to hit madara. Sure, tsunade put in the most damage, but she also soaked up the most. Without the team she'd have been 1 shifted from the start. That madara fight isn't a good source to rate them as it was all team effort with everyone playing their own important role. Take out just 1 kage and the fight would last 1 chapter... Take out 2 and it'd last one page. Make it a duo and they're 1 panelled...

This is more accurate.

He can't dodge Amaterasu, he can only dodge Enton control from already present flames, which is much slower. Also remember from the Kimimaro fight that he couldn't kill him, despite the tsunami of sand.
