seriously the logic flawed, but I think he's slightly behind Naruto, and Nidaime Yondaime Hokage (Their almost teleportation)

Minato isn't faster than Naruto and A, (FTG is instant transportation.. not actual speed)

Tobirama is also slower than Naruto and A.

If you're saying Minato and Tobirama are faster than Naruto due to last chapter than you fail to realize it only happened to advance the plot with Hiruzen, and because Naruto has the most vast amounts of Chakra and it was attracted to him and threatened by Naruto.

Excluding teleportation since that doesn't determine how fast a person is.

It's like saying Nightcrawler/Azazel are the fastest people in Marvel because they can teleport. Teleportation requires no motion and therefore doesn't determine if a person is fast or not.
