No, no, no. I thought Lee CAN (as in, has the ability to) do it, just as any other ninja CAN use genjutsu or ninjutsu, but Lee only uses taijutsu. Maybe that's just Guy, but I thought Lee was like that too.

Look at the stats; Lee has minor skills in ninjutsu and genjutsu; but he is not well at it probably because he can't mold his chakra properly and efficiently enough for rendering it into technicality.

Lee can only use basic chakra to enhance taijutsu and the gate and to walk on water what He can't do is mold the chakra for a Ninjutsu or genjutsu. Molding chakra would allow Him to created a Genjutsu or Ninjutsu. That way Lee can't do a fire ball jutsu or an illusion. He can't convert the chakra into an element.
