You clearly missed the fact that hardly anyone in the series has used their blood for summoning anymore.
Besides, the manga page you provided only states that you need blood when signing the contract, not for summoning. It only states that you need to use the same hand as when you signed the contract to slam on the surface.

If so you can clearly see I made post based on situations.
the post about Naruto was simply stating the basic fundamentals of being a ninja Naruto lacks in comparison to the ninjas he is fighting with at the moment.
