It's not like Madara's Katon is immune to water.
I'd think Kisame has more water power than several fodder ninja, which their low-ranked Suiton parried with Madara's flames. So yeah, Kisame can beat Madara at Water vs. Fire. Kisame [next to Tobirama] has the best Suiton in the 'verse.
