his speed is inconsistent, because naruto has not had any training, at moveing at high speeds. In several of the scans above naruto was handicapped in a way, in which he was not able to use speed even if he wanted to(see obito nearly getting naruto, when guy and kakashi showed up(naruto was stuck on his back).

Also presumeably, moveing at high speeds uses much more chakra(as well as adding a risk for injury)

In the latest chapter, naruto couldnt use speed, because the tree went for him, and was draining his chakra.


But yeah. Narutos speed is really inconsistent. He is capable of useing speed to do feats such as dodgeing amatersu and stuff, but due to lack of training, and other factors, is unable to do so consistantly
