Depends on distance. If Naruto was a little farther, he would have out run it. But it was a plot device to bring Hiruzen back either way..

1. Obito (No S/T because of Juubi Jin enhancement)
2. BSM Naruto
3. Gated Gai
4. Gated Lee
5. Sasuke
6. Itachi
7. Minato (Shunsin)
8. SM Hashirama

I agree on this with the addition of Tobirama, and I believe Ay could.

Naruto had bad positioning, in my opinion.
