Not true, I despise Sasuke's persona in part 2 and I've always been and avid Naruto fan, his speed is just inconsistent lately.

It's not plot. He just can't control it, so he only uses it for extreme situation like A trying to punch him.

It would be much more major case of a plot if Naruto was able to use his new found speed perfectly after like what-3 days- he gained it.

Combat speed =/movement speed. Combat speed is what for example -irl- kickboxers use; speed in attacking combined with skillset on martial arts; movement speed is what an athlete uses; speed in covering a distance. An athlete is damn sure faster than the kickboxer; but when it comes down to a fight; he can not "speed blitz" the kickboxer; infact he would pummeled into the ground by -probably- taking all the hits by someone -virtually- slower than him.

Naruto has movement speed; there is not much indication he had been tried to severely improve utilizing combat speed; that been said; even his movement speed is not consistent; it is not a surprise that he can't evade every attack or blitz every opponent. He is close to an inconsistent athlete here; not the kickboxer.

Naruto speed have been shown to be inconsistent alot in the war arc.He only use speed to counter A and 7 tailbeasts .While on other occasion he was very vulnerable to any attack.

Neji have to save Naruto from the jubi wood spikes.Naruto could not dodge it with speed.

Hiruzen have to save Naruto from the God tree.Naruto was in full BM with Sm chakra but still could not counter the roots with speed.

Killerbee have to save Naruto from the 7 edo tail beasts host in the forest on numerous occasion.If Naruto can use speed ,he will have simply dodge them but he did not.Even against Solo king Itachi,naruto could dodge the flame with speed alone.

Seriously why people believe Naruto will counter amaterasu or any jutsu from Sasuke if his speed is inconsistentNaruto donot have any good defense and Kyubi cloak can only resistant certain level of damage like normal fire jutsu from Madara.Even Sasuke question Naruto kyubi cloak against Jubito tbb barrage.
