How could Madara possibly have gotten into the village at a very, very old age without the village ninjas knowing and into the Shrine without the Uchiha knowing? You're correct that it takes Rinnegan to read the whole thing, but Madara couldn't have read it with the Rinnegan.

Up to this point Madara read only a portion of the tablet.

Here. Only the Rinnegan can decipher EVERYTHING. Meaning what Madara told us in this chapter can only be read with the Rinnegan. Its unknown when a normal Sharingan, and what a MS can read, but its probably safe to assume that at least a MS can read the backstory of the Juubi and that only the SO6P is censored to all except the Rinnegan.
