Only because Sasuke was at a very different stage of his character development at the time. Every time Naruto confronted Sasuke he cared only for the past. He didn't care about his future. He wasn't seeking answers. With Hashirama Sasuke was seeking answers. That's why Sasuke brought the Hokage back. by that time he had also given up his revenge. He wasn't focused exclusively on the past anymore. If Naruto had meet Sasuke at the point in the development, Naruto would have saved Sasuke. Naruto probably will still. Sasuke is still a dark character, and Naruto vs. Sasuke will happen. Since Sasuke is looking to future now, it is possible for Naruto to tnj Sasuke, so he can enter the final stage of his redemption.
