Is Madara lying to himself ?

He seems to think that shinobi are tools of war (and by extension humans) yet he wanted to build a country with Hashirama based on the shinobi system. What if he had been made hokage ? Would he have felt that the world is unfair and violent ? He only reached that conclusion when Tobirama talked Hashirama out of making him a Hokage. Is power his true goal ?

Madara's true goal is to eat that fruit and gain amazing power like kaguya
