It does not; Chakra is a unique entity to Naruto. There's a chakra system. Dragon Ball does not require chakra, nor does it use what Naruto defines as chakra. Well, in a sense it does. But they are separate enough energies. That much is obvious.

But yeah, the tree would probably beat Roshi. Someone in Naruto finally can..
