IS Kishi is making naruto dumber than he actually is?

Sometimes naruto have done mistakes that he should not have done because he simply cant be that stupid as he have some feats which suggests he is actually smart .

There was one point in the manga where naruto actually outsmarted shikamaru and now at this point, he is being called the dumbest guy .

And that all comes back to the comic relief factor.

If naruto is really that stupid, then KM naruto cannot defeat any genjutsu user or proficient sharingan user because
he would just make an obvious mistake (like looking into sharingan) and once he is in genjutsu, something like this can happen :

Also how would he become hokage if he is this much stupid, a hokage have a lot of responsibility and one incorrect decision can end up sacrificing thousands of lives.

Do you think naruto needs to pass the chunnin and jounin exam so that he can learn the basics and not do these obvious and stupid mistakes even though by raw power he is currently kage level and defeat all chunnin/jounin in a 1 on 1 face-off.

I think it's a way to balance Naruto and Sasuke in a way. Naruto has been shown to be maturing since Jiraiya died then the dumb moments you mentioned but he have shown smarts as well when he knew what questions to ask and figured out the 3rd Raikage's weakness (how he got that scar) when the entire cloud village couldn't, leaving a SM clone in Son to push out the chakra rod, shooting his tbb lower than the 5 Bijuu combined tbb to send it into the sky so no one got killed in the blast, Linking Sasuke and himself to Minato so they can teleport, figuring out Senjutsu works on Juubito, and him and Kurama came up with a way to teleport everyone.

this is the reason why i think he hasnt beaten anyone since part 1.

kurma or someone has always helped him from sureing loseing his life.

So all those times Sasuke was saved by Karin, Juugo, Suigetsu, Naruto (Tsunade never gave kill orders on Sasuke because of Naruto), Itachi who kept Tobi and Danzo away from him while he was alive, Itachi saved Sasuke from Kabuto and more.

As for Kurama helping Naruto, Kurama is in Naruto's body which makes it his power. Naruto has the Sage's body which the Sage used to seal the Juubi in and told the 9 Bijuus that they will one day find someone who better than him meaning the God of Narutoverse wanted them to be sealed. He even passed down the sealing jutsu. So Naruto is only using the power the Sage passed on to him same as Sasuke using the Sharingan. When have Sasuke beat anyone in Shippuden without using his Sharingan?

Well that dumb Naruto have saved more people's life that your genius Sasuke. Who saved the entire SA not once but twice? That dumbass Naruto right!
Who saved your genius Sasuke's ass when Obito had him by the face? That dumbass Naruto right?
Who figured out that only Senjitsu attacks works on Obito? That dumbass Naruto right?
Who came up with the only possible way to get the SA out of the way of the Bijuu bomb tree? That bumbass Naruto right?
Kishi is just trying to add humor to the manga..

Also, Tobirama have compared Naruto to Hashi as far as personalities so if Hashi was Hokage then Naruto will be fine and Tobirama also said that Naruto will be a better Hokage than his brother.

Kishi can't make Naruto dumber than he is. Naruto only exists in Kishi's world. If Kishi makes Naruto dumb, which he does, then Naruto is dumb. This isn't new. Naruto's been a knucklehead ninja since the beginning. Becoming stronger didn't make him magically intelligent, as some fanboys like to believe.
