Good theory. I felt this way as soon as I saw
Naruto's relationship with the Bijuu. No other character in the NB verse has accomplished what he has in so short a time as well as befriend all of the bijuu. + rep

He will not release them. . bijuu's need his guidance or atleast they need a right person to understand them. . They will stay with him just like they did with rikudou . .
