Can you be more specific? Like, the current Kages, Hokages, past kages, like what?

Current Kages? I reckon he could beat most of them.

He is kage level, physically he's not strong, but he has stamina, smarts, and the jutsu........and of course op techniqueof kamui

He's not high Kage material. He can use Kamui only a few times before he dies and most can dodge for sure. They are Kage for a reason and one shot techs don't exist in NV even though they do on paper( Tsukuyomi...). In the current arc he got alot of Kurama's chakra.
I recon he is somewhere in the middle of the current Kages.

With current kages i'd put him above Tsuande and Mei right below Gaara and A. Gaara wouldn't have any big problems blocking his vision with sand and hence make Kamui useless. A on the other hand is too fast for Kamui, and could probably blitz Kakashi to be honest.

Onoki is slightly above all of them cause Jinton, Levitation and Weight Manipulation is quite the OP combo.

He has hardly no chakra.
If he had a mega chakra pool like Naruto he would be way more beast.
