That's still debatable. Although now that shadow clones are in his arsenal, he has a better chance. But the extent of his use of shadow clones or how many he could make is still up in the air.

If you compare the old minato (before he became a jin) to itachi, than its itachi.
Minato becoming a jin shouldnt have happened if it wasnt for obito. So kurama is a power that he could never achieve normally.
