It obviously had something to do with lightning, hence the name of the attack.
How the electricity was created however will hopefully be explained if he uses in front of the crew one time, by one of them.

Ummm the scan says ELEPHANT GUN not ELEPHANT THOR GUN. Those lines were just impact lines/ shockwaves like Yusuke said. Also when Luffy used Thor Axe is film z Usopp had launched an electrical attack beforehand.

It could b lightning but I think Luffy used thor as in thunderous fist elephant gun. Thor is a thunder god after all but he still commands lightning. Those lines Cld be b artistic showing of Grt impact.

I say it is an electrical charge given off by the friction between two extremely hard opposing objects. (Basically when two incredibly strong Haki attacks collide the electricity is given off)

If you look at the beginning of their battle there was sparks clashing, sand Diamanté said " A clash of conquers Haki."

You're right! I completely forgot Chinjao could use Conquerors haki and that Diamante mentioned it!
So how does Conquerors haki work then? This lightning would only add to the complexity of the haki.
I think now it's an amplification of all things. It amplifies will power to lesser will powers down (Knock fodders out) and could amplify Haki?

The beginning of the fight, after Liffey and the geezer kicked the others of the stage.....
They both clash with electricity, diamanté clearly stated a clash of kings Haki.
