OK this thread is kinda long so ill get to the point soon, im not saying kisame is top 10 or anything but I am saying he's definitely top 20, debatable hands down.

*Kisame & Samehada Fused*
This is very OP, Kisame was able to own v2 killer bee in this mode.
Water dome is capable beating most of NV, I think killer bee could've got out of it he used full hachibi but he wasnt able to use hachibi during the fight. SO v2 killer bee got owned and the only reason he survived was because kisame ended the jutsu himself because of the plan.
Water dome is kind of an underrated jutsu. This jutsu can kill anyone because it will drown you, you can't outrun this because as long as kisame is moving with you the water will follow him and eventually drown the opponent.
And the opponent can try to fight kisame in the water but kisame is the best water user based on feats and he clearly has the advantage, just like with killer bee, he can feel chakra while underwater and will just blitz underwater until his enemy is tired out.

*Absorption Abilities*
Samehada can absorb all types of ninjutsu, basically anything physically chakra based.
Samehada has been confirmed to absorb 6 tails worth of chakra at one time.
And we know know that samehada don't like fire based jutsu, BUT samehada STILL absorbed the fire attack nonetheless.
This proves that samehada can still absorb fire even though that's its weakness.

*Healing Abilities*
Kisame's healing abilities are impressive too, Killer bee destroyed kisame's chest with lariat and samehada heals it completely. When killer bee did this to sasuke, he got his chest blown away and jugo had to help sasuke and literally gave him a piece of himself, while kisame healed from this easily with samehada. And he states that he doesn't get tired.
Also when kisame was fleeing the island, samehada kinda healed him back then too.
He was skinny when he came out of samhada but got big again after using samehada to get chakra go back to how he was, basically healing I guess.

Kisame has an insane amount of chakra like naruto and hashirama, samehada will keep absorbing chakra and giving it to his already huge supply.
He has enough chakra to create an ocean of water with ease and still continue to fight with his large scale water attacks.
And like I said before he stated that he doesn't get tired (when he has samehada).
