The time has come around again where one of these is necessary, because some people don't seem to "get it". They don't seem to see the forest for the trees. Everyone's become a little preoccupied with Naruto using Sage mode and Biju mode, and in turn comparing him to Sasuke, when this isn't the end of everything.
It's not a matter of there being a "gap" between the two. It's a matter of one person not showing what they are truly capable of, which leads to premature conclusions. This is really no different from Zetsu believing that Naruto was stronger than Sasuke, when the reality was that Zetsu didn't know what Sasuke was capable of at the time.
Currently, people seem to have Naruto's progress mapped out: he will gain the second half of the Kyubi, he will use Sage powers with the Kyubi, and he carries the will of the former Biju.
Now, what does Kishimoto have in store again for Sasuke? Once again, this is like Zetsu's commenting: no one knows what Sasuke is actually capable of, because Sasuke's development is always vague. I'll explain some of the similarities between Naruto and Sasuke, so people have an idea of how his power will develop.
Naruto is known for mastering Sage mode, as a memento to his former master, Jiraiya.
Sasuke recently came across a scroll, detailing some absurd power that he would be able to achieve as Orochimaru's star pupil.
Prior to that, we learn Orochimaru's body was incapable of handling Sage mode, but Sasuke's was able to, due to his compatibility with the Curse mark, which is a distributed version of Jugo's Sage transformation.
We are currently in a war where the enemy can only be damaged effectively by Sage powers. Do the math.
Naruto gained power from his parents, which could be the ability to transfer chakra into people:
And of course, the Kyubi.
conversely, Sasuke has Itachi's power, but has yet to actually put it to use, nor has he used his ability to share his ocular powers with people, or Izanagi and Izanami.
Lastly, we had an image of the two, where they were depicted as storm and wind gods. This eventually became the Kirin, and the Wind style: Rasenshuriken.
A similar artwork style was used some time ago. What this meant for Naruto, was fairly obvious: the usual frog powers [Sage mode; frog summons]. What it means for Sasuke, is unknown [Sage transformation; hawk summons?].
Note that Sasuke's design in particular, is based around a "Tengu", which is the basis for the "Susano'o".
Note that Sasuke considered himself a "hawk", even when using the Cursed seal, and does not respect Orochimaru or the snakes. He probably isn't going to be another "dragon" like Kabuto.
