Minato wins.
-The speed boost from KCM allows him to pretty much evade anything Itachi has on foot w/o any need for Hiraishin.
-He is the Jin of Yin Kurama who also seems not to have a hostile relationship with Minato, so Genjutsu is completely moot here since Kurama can free him. Full knowledge assures that Tsukuyomi will never happen here.
-Kyuubi's chakra gives him more chakra so he can use more clones, that can all make use of the Hiraishin on their own.
-Using Susanoo is a must for Itachi as he'll get gangbanged by Minato and his clones without it.
This match ends with Minato evading everything Itachi throws at him and then getting his Susanoo warped away via contact or via chakra arms, as Minato can teleport anything that his chakra is touching, allowing a clone to come in and finish it with Rasengan.
(Considering the user and Susanoo have been separated via other means, It wouldn't surprise me if he can do the same via a space time ninjutsu)
