any phenomena,i still din't understand.how can he make clouds and start the rain and stop the rain..is rain obeying him? was he truly a god?

So yeah, he does apparently create the clouds and can control the rain completely at his own will. Although the DB says nothing about how he forms them, I'm guessing that it has something to do with Suiton type attacks, and is just a unique way of using the Nature type.
