Why doesn't anyone else ever gain and new jutsu?

It just struck me, when was the last time anyone in the series busted out a completely new jutsu? I guess I should restrict this to the new and up and comers, not the older gen. pulling trump cards out of mid air at times.

I know a lot of them have improved their jutsu greatly, but I cant get some of the characters like Kiba, who is essentially is a one trick pony (poor guy), out of my head.

Well; Shino got something cool and new.

Other than that; Kishi already prepared and created these characters. He would play over and build new techs over what they already have.

Cause Kishi has abandoned supporting characters since practically the beginning of Shipuuden. The last good fight we saw was Naruto vs Pain, all fights after that involved no strategy and instead relied on powerups. Thats what this is all about now. Powerups.

The reason no one gets new jutsu anymore is because, like I said, no strategy to the fights anymore. Strategy=battle conditions. Battle conditions=a character getting into a tight spot. Character gets into a tight spot (in a strategic fight)=new jutsu thats convenient to the fight. When you add powerups into the equation, it comes down to this: Person A>Person B. Person B pulls something out of his ass. Person B>Person A. Person A pulls something out of his ass. Person A>Person B. etc.
