i agree for sasuke, but he really does have some unique feats if you think about it shadow clone jutsu and then can touch many spots around the battlefield thus moving in many different directions and if he touches the opponent, then thunder slash happens

tobirama has a good amount of feats to beat a lot of people that are fairly powerful but atm his current ones cant beat sasuke but he is pretty close
