Tsunade and Oro are between extremely high jounin level and low kage level
they're the same tier as Kakashi Yamato Gai etc

Lol. He was playing with him. He literally used 1 jutsu, ok - 2 if you count Kusanagi manipulation throughout the whole fight. He just wasn't expecting Hiruzen to commit suicide to take him down as well. Yeah, such things can surprise anyone.
Oro (without ET) soloes all Hokage except Hashirama.
