What difference does that make if any family member no matter how weak was forced to kill you would you be scared? Tobirama clearly defeated Izuna who trained together with Madara and both became prodigies of their time. Tobirama has all the knowledge on Hashirama. If anyone besides juubito or Madara that is capable of beating him it's his brother. Tobirama was surprised or shocked not like he was screaming in terror. Geez the people that are trying to make him look bad on here...

Ninjutsu creation doesn't determine intelligence, rather talent in a special category, although it does require some ingeniosity to think of some creative jutsus

Insight wise

1- Minato(only konoha tracker/sensor ninja capable to follow Kushina by noticing her hair paths all the way, noticing the chidori's fort and weak-point seeing it once, noticing Kamui's fort and weak point seeing it once, noticing the real reason behind Bee's strenght decades after A himself, and so on)
2- Itachi(Noticing the weak point of Chibaku seeing it once, and so on)
3- Kakashi(Noticing the working of kamui with only one kunai analyse, and so on)
4- Tobirama(Noticing Sage mode substance not getting erased)

Its really all made off plot dude, same as naruto, doesn't really count.
Its made up feats to actually give him something. I don't think Tobirama saved the entire nations twice. He was sitting there just like sasuke....hell at least sasuke attempted a plan.

1. shikamaru: able to come up with entire battle strategies on the fly, studies his opponents well before the battle, has fast deduction skills, and never comes unprepared.

2. kabuto: lacking in terms of battle strategy, but otherwise worthy of being called a genius. usurped orochimaru's powers and position of alliance with obito and madara, excellent manipulative and diplomatic skills (alliance with madara, almost made sasuke turn on itachi, etc.). acquired vast amounts of knowledge from oro's lab and experiments of ALL kinds.

3. tobirama: complete creative genius, and also a realist with the know-how to get things done politically. though he may not do everything the politically correct way, he built konoha from the ground up, and solidified its infrastructure. he invented 3 of the most powerful jutsus in the verse (FTG, ET, kagebunshin), and who knows what else. also a reputed suiton master. also good at coming up with strategies during battle, and decent analytical feats.

I say Tobirama is overall number one because he fires on all cylinders as far as intelligence goes. Shikamaru is a great on the fly strategist, but not necessarily a creative genius. Orochimaru is a genius inventor but not necessarily a strategic genius. Tobirama has been shown to do all of this plus more. Deciphering the sharingan, developing the entire ninja system the world uses, creating 3 of the most powerful techs in the series, and continuously shows his battle and strategic literally every chapter. It's to the point where Tobirama is literally the one describing the actions of what's going on to the reader. (Obito's ninjutsu negation tech, Naruto and Minato's chakra sharing etc etc)

He may not be the best in every conceivable category, but IMO I say he is number one overall.

Every chapter he seems to be climbing in strength and intellect he is something.

BUT to be honest we were told already by the manga he was on par with hashirama just how izuna was on par with madara
