It could be possible and I think your first speculation may be true.Maybe Rikudou sealed a portion of his chakra into Kurama and one day when the perfect host would arise he would show himself to show the world the true way.

Yes, but the term would be rebirth not reincarnation, Naruto may indeed be the rebirthed soul of Rikudou, but they are not truly the same person, they have their own separate memories and identity (in accordance with the Buddhist teaching of impermanent self) Naruto retains the karmic imprints of his previous life, but the individual known as Rikudou is a distinct identity compared to his, so for a full exposition of "his" former life, Rikudou must leave behind a sort of recording for Naruto, that is where the sealing of chakra essence like Minato and Kushina did comes into play.

um maybe, though I think reincarnation is a little wrong. It would be more like a second coming. They are not the same people and unless your a Buddhist then they were reincarnated, and even if you are I do not think that is the direction they are heading with it.
