I wouldn't say Neji is hokage level, but is definately high Jonan level. His speed is indeed incredible. He definately had the potential to be hokage level or beyond.

However i would like to point out that hiruzen didn't need to be the fastest ninja out there to be dangerous. He was a master strategist and knew how and when to use jutsu. He also knew how to combine jutsu's as well.

Yeah, there are such levels. But they're not accurate enough to present someone's strength. Naruto is still a Genin. Who cares about that? Hiruzen became a Hokage because he was the best one during HIS lifetime. That doesn't mean he could rival with Hashirama back in his years.
