Yes it must be, for he entered Bijuu mode when he bumped fists. And also the only reason he didnt go the mode earlier, was because he HAD to stay in kyuubi mode for longer. Read previous manga scans for evidence of this. And even if Kurama (yang) was at only half, that is still more than half kurama when Kurama (Yin) is added to the equation, so your statement can already be dismissed.

He commended Naruto's ability to spread massive amounts of chakra across the battlefield and then compares his chakra to Naruto's overall. We know that by the end of the manga, Naruto will be far stronger than Hashirama so I don't even bother arguing that Hashi>Naruto (although he currently is).
