It can however fly & maneuver better than anything we've seen. A strong defense could stop it but you'd have to be able to outlast nagato who btw gets his chakra drained dramatically while using it.

The main counter is the mobility, he is a sitting suck so it wouldnt be a good idea unless he uses it with teammates supporting him.

In all honesty, can any of us really say who can and can't counter it? Correct me if Im wrong, but we only saw it once, and a poor example of it being used on top of that (Nagato was inexperienced when he used it). Considering that the only thing we saw it used on were a bunch of fodder ninja, we have no idea the capabilities of the jutsu. Its a real shame we'll probably never see it used again, I always found it one of the more interesting techniques, right up there with Kirin.

As Drapshin already showcased, the Dragon cannot pass through solid objects as it broke through the ground, so a solid defense would do the trick here. The main problem when dealing with this attack would be the speed of it, which was great enough to catch every one of Hanzo's subordinates and the Anbu aside from Hanzo himself, who escaped via the Body Flicker. In the end though, most people with above average speed and/or a strong defense should be able to guard against it, provided that they have knowledge on the technique/good enough reflexes and quick thinking to react to it.

This is wrong, if that was the case then it wouldnt have solidified when it went for danzo.

The most logical explanation is that it can travel through living objects, thus removing their souls however solid objects still remain an obstacle.
